Chris Chamberlain

Christopher D. Chamberlain, MS, RN, CHEP

Chris is the Vice President of Emergency Management and Staff Consultant for the Hospital and Healthsystem Association of Pennsylvania, where he works to support hospitals, post-acute facilities, and public health emergency preparedness across more than 235 member organizations in the state. A seasoned emergency professional, Chris regularly provides emergency management consultation and response services to health care system clients across both Pennsylvania and the United States.


Tom Kitchen

Tom Kitchen, MECM, CEM

Tom is a Manager and Staff Consultant of Emergency Management for The Hospital and Healthsystem Association of Pennsylvania (HAP). He brings more than 10 years of public safety experience in emergency management, fire rescue, and the emergency medical services. Tom is committed to enhancing the operational capacity and preparedness of the commonwealth’s hospitals and health systems while also working to advance policy initiatives that allow for increased resilience to all manner of hazards.


Matt Linse

Matt Linse, MA, BFA

Matt is currently an Emergency Manager and Staff Consultant for The Hospital and Healthsystem Association of Pennsylvania’s (HAP) Emergency Management Program. Matt has over 30 years of experience within the emergency services setting—from rescuing and recovering individuals to coordinating responses to mass casualty incidents and major hospital and health care infrastructure incidents.


CJ Sabo

Charles (CJ) Sabo, MPH, CHEP, EMT-B

CJ is a Manager and Staff Consultant with the Emergency Management (EM) department of The Hospital and Healthsystem Association of Pennsylvania (HAP). CJ brings more than ten years of public safety through Emergency Medical Services as well as local government emergency preparedness and emergency management. CJ provides a wealth of related skills and experience to HAP’s EM team, including experience organizing mass vaccination sites and exercise development, facilitation, and evaluation.


Jason Tomashunas

Jason Tomashunas, MS, BA, CHEP

Jason, former Manager and Staff Consultant for Emergency Management with The Hospital and Healthsystem Association of Pennsylvania, has worked with HAP member facilities to support and enhance their preparedness capabilities. He previously held the role as HAP Regional Manager for the Northeast PA Healthcare Coalition (HCC) where he performed facility and regional all-hazards planning, training, and exercises, developed regional Hazard Vulnerability Assessments, coordinated budgets, procurement, and allocation of resources purchased through the Assistant Secretary for Preparedness and Response (ASPR) Hospital Preparedness Program Grant.


Ryan Weaver

Ryan Weaver, MBA, BSN, RN, CPPS, CHEP

Ryan is a Manager and Staff Consultant with the Emergency Management (EM) department of The Hospital and Healthsystem Association of Pennsylvania (HAP). He has an array of experience in management, quality reporting, risk management, environment of care, infection control and employee health responsibilities for hospitals. Ryan has extensive clinical experience having worked in the emergency department at a Level 1 trauma center, along with a background in emergency preparedness, infection prevention, and quality/risk management.
